Registered Sexual Offender from Milton Arrested in Felony Theft Related Charges: Also Being Investigated in Reference to Allegations of Attempted Child Luring

On July 17, 2007, Santa Rosa County Sheriff's Office Investigators arrested a Milton man, Andy Lockart (39 years old) for Dealing in Stolen Property. The charges come from a series of incidents in which Lockart participated in fraudulent returns to area Wal-Mart Stores. Lockart and others with him would take items from inside the store and walk past the registers without paying for the items. He would then go to the Customer Service Desk to "return" the item without a receipt. Lockart would then be issued store credit. Due to Lockart's activities, warrants were issued for Lockart's arrest and he was taken into custody. He is currently being held in the Santa Rosa County Jail with no bond.

Lockart is also being investigated concerning allegations that were made by citizens in the American Farms Area of Milton on July 13, 2007. Two separate children in the area stated that they had observed Lockart driving throughout the area in a minivan. On both occasions, Lockart allegedly asked the children if they needed a ride. Both children declined the offer, but Lockart allegedly continued to ask the children to get into the van. Both children reported the incidents to adults, who then contacted the Sheriff's Office. Responding deputies questioned Lockart, who denied the allegations. The investigation is continuing. Lockart was arrested in 1984 for a sexual offense and was released in 2005.
