SANTA ROSA COUNTY
SHERIFF'S
OFFICE
Sheriff
Wendell Hall
Standoff
in Pace Ends in Armed Woman's Surrender
On
March 11, 2007 at approximately 0930 hours, Santa Rosa County Sheriff's
Office deputies were dispatched to 5006 Jab Court, Pace, FL, in
reference to a complaint of an armed woman acting erratic in front
of her residence. When deputies arrived, they observed an adult
female standing on the front porch armed with a handgun. When the
female subject saw the deputy, she went inside her residence and
refused to come outside. Other deputies were called to assist, as
well as the SWAT Team and Sheriff's Office Crisis Negotiators. Pace
Lane, which is directly in front of her residence, was blocked for
approximately six hours to thru traffic for the safety of the public.
During these six hours, negotiators constantly tried to make contact
with the female inside the residence by telephone and megaphone.
After approximately six hours of attempted phone contact, the female
answered her telephone and began speaking with crisis negotiators.
After approximately 20 minutes of speaking with the female subject,
she agreed to come outside and surrender to deputies. She was taken
into custody without incident and transported to a local hospital
for psychological evaluation. In total, approximately 20 Sheriff's
Office personnel were on scene. This included patrol deputies, command
staff, negotiators, and SWAT team members. It should be noted that
one of the negotiators, Sgt. William "Bill" Dunsford, was the negotiator
who actually contacted the female by telephone and was able to talk
her into surrendering. Dunsford sacrificed his day through his dedication
to the crisis negotiation team. Dunsford was scheduled to be a groomsman
in his sisters wedding, which took place at 1pm while the incident
was taking place. The female was identified as being Stacy Clements,
36 years old.
