Man Arrested for Stalking/Sex Offenses of Juvenile Female

April 04, 2007 at approximately 2034 hours, Santa Rosa County Sheriff's
Office deputies were notified that a female juvenile had been inappropriately
touched and was being stalked by a 47 year old Milton man. The female
juvenile told her Resource Officer about the allegations. The victim
stated that the activity had been occurring since February 2007.
The victim stated that the suspect, Frank Mosley, started the behavior
when he first saw the victim at a trailer park in Milton. While
at the trailer park, Mosley told the victim that he liked "her butt"
and was complimenting her about her looks. On April 1, 2007, Mosley
again saw the victim while he was driving in his car on Overman
Street in Milton. The victim was walking to the river with friends
to go swimming. Mosley pulled up next to the victim and said "hi"
and asked if she wanted anything from the store. Mosley then followed
the victim to the river. Mosley then took off his jeans and shirt
and went into the river with the victim and her friends, wearing
only his boxers. Once in the river, Mosley grabbed the victim's
buttocks. The victim pushed him away, at which time Mosley told
her that he would "wait until she was a little bit older". Witnesses
stated that Mosley was smiling when this occurred. On that same
day, Mosley gave the victim his phone number and asked her to call
him later. On April 2, 2007, Mosley again approached the victim
at her residence and asked her why she didn't call him. The victim
told Mosley that she didn't have a phone. Mosley offered to get
the victim a cell phone so she could call him. Mosley also asked
the victim if it was "cool" that they were talking. Mosley also
asked her to walk somewhere so that he could pick her up in his
vehicle. The victim told Mosley "no", at which time Mosley offered
her money to go with him. The victim then went inside her residence
and Mosley left. On April 4, 2007, Mosley returned to the victim's
residence acted as if he were trying to purchase a boat that the
victims step-father had for sale. Mosley was speaking with the victims
step father. While there, Mosley dropped off a letter to the victim.
The letter contained content that showed Mosley was trying to establish
a romantic relationship with the victim. In the letter, Mosley told
the victim that he was attempting to establish a relationship with
her and her family, stating "Today I got closer with your step father
so I can start coming by your house". This letter was given to the
Resource Officer at the victim's school. Investigators were contacted
and went to find Mosley. When deputies located him at a residence
on Overman Street, Mosley took of running after refusing to be handcuffed.
Prior to running, Mosley threw a cigarette pack containing crack
cocaine. Investigators were able to apprehend Mosley and take him
into custody. While searching Mosley's vehicle that was present,
investigators located handgun ammunition. A criminal history check
of Mosley showed that he is a convicted felon, making it illegal
for Mosley to possess ammunition. Mosley was arrested and charged
on the below listed charges. He is being held at the Santa Rosa
County Jail with no bond. A mugshot of Mosley is attached to this
